Terms

Requirements. You must mark the centerline of the proposed driveway before the permit can be approved. The marking can be painted, be tape at the top of a stake, or a ribbon. The marking must be easy for the Road Supervisor to identify.
  • No work shall be started until the entrance permit application is approved by St. Louis County. The permit is valid for 6 months from final approval. Where work on a traveled roadway is necessary, traffic must be protected using the appropriate traffic control devices placed in accordance with the Minnesota Manual on Uniform Traffic Control Devices, including the Minnesota Temporary Traffic Control Zone Layouts Field Manual. The Permittee shall ensure adequate Erosion Sediment Control (ESC) Best Management Practices (BMPs) are utilized for the permitted scope of the project. St. Louis County reserves the right to require corrective action related to ESC. If the Permittee fails to undertake corrective action within 24 hours of verbal notification, Public Works will report any deficiencies to the Minnesota Pollution Control Agency in accordance with Minnesota Rules 7053.0205 Subp. 2. Any release of material that may cause pollution, may be environmentally damaging, may be hazardous, is petroleum based, or in the event of a pipeline break, must be reported to the State Duty Officer in accordance with Minnesota Statute 115.061. In the event the State Duty Officer is notified, the Permittee shall also notify Public Works within 24 hours of occurance of the discharge. Culverts shall be supplied by the Applicant and must meet size, type, and length specified by the District Maintenance Superintendent. Standard residential entrances shall be 20 feet wide. Commercial entrances shall be 32 feet wide. No foreign material such as dirt, gravel, or bituminous material shall be deposited on the road during the construction of the driveway or installation of drainage facilities. The entrance fill slope (this is the slope that is perpendicular to the county highway) shall be a minimum of a 1:3 (1 foot fall for every 3 feet horizontal). The Public Works Department must approve slopes that are less than this minimum slope value. Vertical ends constructed of concrete or masonry will not be permitted. Roadside must be cleaned up after work is completed. This includes, but is not limited to, slope restoration and turf establishment. The Permittee shall request inspection by clicking the "Ready for Inspection" icon upon completion of the entrance for final inspection and acceptance by the St. Louis County Public Works Department to close out the Permit. See the Special Provisions for contact information for this permit. No changes or alterations in entrances may be made at any time without written permission from St. Louis County.
